Dutch navy lacking enough skilled native sailors according to the Parliament Papers of 1880

In the account was the lacking of enough trained and skilled native sailors discussed. So were 62 native non-commissioned officers and corporals needed. The training of native sailors in the Archipelago was a problem. The warships were based at one station and the European personnel usually lacked enough knowledge of the Malayan language. Native non-commissioned officer became in this manner for the training and they were lacking any regalement in a for them understandable language. Skilled sailors 1st and 2nd class were also hard to find while many of them had in not interest in serving longer caused by the stricter demands of the new regalement or wanted to work as stokers. With the Dutch Indies civil government was now deliberated how these problems could be solved to obtain a better school c.q. training system. One option was to create training possibilities on board of the guard ships.(1)
