Spanish cabinet ordered to sent troops immediately towards Morocco according to the Dutch newspaper Nieuwe Rotterdamsche courant dated 24 November 1859

An item reported that the Spanish expedition towards Morocco was harassed by storms and the lacking of enough transports.(1) On the other hand it was believed that marshal O’Donnell deliberately slowed the embarkment hoping that the disputes with Morocco were solved in a more friendly manner. He asked the cabinet for permission to negotiations but which seemed to be refused as he ordered to embark the troops with all possible haste.
