Ambitious Japanese naval program according to the Dutch newspaper Bataviaasch nieuwsblad dated 21 October 1902

An item dated London, England 7th reported that the new Japanese naval program included the building within 6 years of a total tonnage of 120.000 tons. Annual estimates costs 20 million yen. There were 4 battleships and 6 cruisers 1st class to be built in Europe and several smaller warships by Japanese shipyards.
