Ambitious Japanese naval program according to the Dutch newspaper Algemeen Handelsblad dated 31 October 1902

An item dated Yokohama, Japan 30th reported that the Japanese department of navy accepted a program for a period of 10 years starting in 1904 with an annual budget of 16,5 million yen or 41,25 million Dutch guilders. The program included the building of 3 battle cruisers, 3 large and 2 smaller cruisers.
