An item dated Tokyo, Japan 17th reported that the spokesman of the Japanese admiralty refused to comment the American fleet program when asked by a foreign correspondent. The program was not a Japanese affair. Regarded the two ocean policy of the US navy wondered he the parity between the British and American navies. Furthermore he stated that common sense in naval policy prescribed a navy necessary for the national defence despite the coastlines and surrounding seas while the mobility of naval forces was sufficient to solve problems on a distance. Japan was at all times amenable to join a conference to limit the navies. However Japan was forced to change her fleet programs if Japan was threatened by expanding navies of other countries. The fact that Japan had a military conflict with China had nothing to do with her non-aggression naval policy but Japan was the major stabilizing power in East Asia.(1)
