Japanese navy and army had very ambitious programs according to the Dutch newspaper Soerabaijasch handelsblad dated 2 May 1936

An item dated Tokyo, Japan 30th April reported that the Japanese emperor invited the Diet for an meeting on 4 May under the Martial law of 26 February. Commonly it was believed that this meeting was of great importance regarded the huge fleet and army programs. The Japanese press even predicted that the naval budget 1936-1937 would amounted more as 600 million yen, the 1937-1938 budget 700 million yen and then yearly to increase further. This had been come necessary for replacement of capital ships, modernizing naval armament and air force and strengthening of the stronghold on the Pacific islands while the navy believed that begin 1937 the ten year old status quo in the Pacific would be broken.
